If Genesis 1:1 says God created the heaven, and Genesis 1:2 says the heavens were finished, when was that first heaven created?
God has a purpose and plan for the heavens and a purpose and plan for the earth, that they all end up in Christ. He has been revealing his plan for the earth since Genesis 1:2. His plan for the heavens were kept secret until it was revealed to Paul.
This was all part of God’s wisdom to trap Satan into making a mistake that would be his undoing. The deception that sealed the defeat of Lucifer began at Genesis 1:2.
1 Corinthians 2:7-8 But we speak the wisdom of God in a mystery, even the hidden wisdom, which God ordained before the world unto our glory: 8 Which none of the princes of this world knew: for had they known it, they would not have crucified the Lord of glory.
