Good governance is that which provides accountability for volition based on TRUTH.
Bad governance is that which governs or judges for personal rewards. (Amazing how federal legislators all become wealthy while in office.)
Bad governance divides citizens into classes, from the important ones to the most unimportant ones. Bad governance in almost every historical case, seeks to take volition away from those it governs and replace it with rules set up by the bad government.
So how should Christians who find themselves under bad governments react? Famously, Peter told the rulers at Jerusalem that we ought to follow God rather than man. But then he willingly took the punishment that went along with that attitude.
