Prayer always works according to the dispensation in which the prayer is made.
Under the law of Moses, prayer was always conditional. It worked according to the If/Then principle. If you do this, the God would do this.
In the kingdom, prayer is unconditional. The same way God will cause Israel to walk in His statutes, He will unconditionally answer their prayers.
In this dispensation, prayer is provisional. Christ died for all men, the provision is that one must believe that for salvation. The peace of God that prayer brings is available to all who are in Christ, but the provision is the mind set of the believer.
